fix: route org front door to Hoxline

Summary

• Route HawkinsOperations org front-door Hoxline links to HawkinsOperations/hoxline.
• Demote AevumGuard to legacy/compatibility naming only.
• Demote Claim Firewall to the first Claim Authority enforcement capability inside Hoxline, not the product/platform/front-door repo/eighth repo/proof authority/runtime proof/signal proof.
• Update the repo authority map and reproducible reviewer path to show exactly seven repos including hoxline.
• Route changing metric values to owning platform/proof records instead of copying live counts into front-door text.
