Description of work

This provides a perspective for Streamed data DAE as described here

Acceptance criteria

1. There should be a new perspective to show the Data Streaming DAE information
2. The perspective should present a tabbed view of three screens for Run Information, Spectra Plots and Veto Diagnostics
3. The perspective could be made visible or invisible from the Preferences Menu.
4. These new tabs should display the data coming from the underlying PVs
5. There should be some hot keys to access the perspective (Shift+Alt+K).
