Description

update the lambda to receive the ssm parameter name and fetch secret value at runtime.

Context

currently the secret is directly passe to the lambda, if the ssm parameter is updated, we will need to redeploy the lambda to apply the changes. lambda reading secret at runtime will mean we don't need to redeploy everytime the secret is rotated
