This PR adds a QuantumScan badge showing this repository's post-quantum cryptography readiness score.

python/cpython scored 5/100 on the PQC Readiness Leaderboard — meaning it uses no vulnerable classical cryptography that quantum computers could break (RSA, ECDSA, DES, SHA-1, etc.).

This badge:

  • Shows users and contributors that cryptographic hygiene is taken seriously
